R. Darryl Banks, OBE

R. Darryl Banks is President of RDB Consulting, an energy and environmental sustainability strategy firm with a focus on renewable energy and clean energy technologies; environmental and energy regulatory policy; and energy technology/ innovation policy.Until recently, he was the Vice President for Energy Policy at the Center for American Progress. Prior to joining American Progress, he was a consultant and fellow at Noblis, Inc. specializing in decision making tools and models to manage the deployment of renewable energy resources; and he was a Vice President and Senior Consultant at CH2M HILL in the Management Systems Practice where he specialized in strategic corporate environmental management issues including technology innovation and climate change issues. Before joining CH2M HILL, Darryl Banks was a Senior Fellow and program director for technology and environmental issues at the World Resources Institute (WRI) for six years. At WRI, he directed
and conducted research activities in the following areas: environmental and energy technology policy; technology innovation and environmental regulatory policy reform; strategic corporate environmental management including groundbreaking work on environmental accounting and performance measurement; and international technology transfer. Prior to joining WRI, he served as Deputy Commissioner for Environmental Quality at the New York State Department of Environmental Conservation from 1984 to 1992.

A scientist and expert on sustainable environmental technologies, he has extensive experience in environmental policy management. His publications include “State Strategies to Increase Low-Income Communities’ Access to Solar Power” with Ben Bovarnick, Center for American Progress, Washington, D.C., September 2014; “The Climate Implications of U.S. Liquefied Natural Gas or LNG Exports” with Gwynne Taraska, Center for American Progress, Washington, D.C., August 2014; “U.S. Natural Gas Use Must Peak by 2030” with Gwynne Taraska, Center for American Progress, Washington, D.C., July 2013; and, “A New Generation of Environmental Technology, ” with George Heaton, Investing in Innovation (The MIT Press, 1998).

He serves on numerous boards of directors and advisory groups for a range of organizations. He is a Rhodes Scholar with MSc. and D.Phil. studies in Biophysics, and in 2009, he was awarded an Honorary OBE (Officer of the Most Excellent Order of the British Empire).
